A medium to large (Males 45-59) Phlyctimantis from western Central Africa. Dorsum without warts. Hidden parts of limbs yellow and black. Dorsum on preserved specimens brownish.
Perret (1988) restricted this species to Gabon till R. D. Congo, giving as one of the diagnostic characters the larger body size of P. leonardi (males 54-59 mm) compared with P. boulengeri (41-50 mm). Largen & Dowsett-Lemaire cast doubt on the validity of this character since body size in their sample from R. Congo is no larger than that of P. boulengeri. (males 45-50 mm). Also the dorsal colour of their sample seems similar to specimens from Côte d'Ivoire.
Colour in life. - Dorsum cream, pale golden brown, dark grey-brown or olive-grey, sometimes with a few elongated blackish spots and dark grey crossbars on the limbs; flanks pale to bright yellow spotted or blotched with grey-brown to black. Hidden parts of limbs barred in black and pale to bright yellow. Ventrum dirty cream to grey, often suffused, at least laterally, with yellow.
According to Largen & Dowsett-Lemaire many males were heard calling from bushes in flooded grassland. No males were heard near pools within the nearby flooded forest. Such an exposed calling habitat seems similar to that of P. keithae, while P. verrucosus in Uganda were heard calling from dense forest. The males (from R. Congo) were calling from elevated positions 1-2.5 m up in large bushes at the edge of deep but temporary pools. The voice is a typical Phlyctimantis (and Kassina) call, possibly rising to a higher pitch that that of P. boulengeri.
