Description
A small to medium-sized Hyperolius (males 16–25 mm, females 21–28 mm) from savannas in northern R. D. Congo. The males are very similar to H. cinnamomeoventris but the females have the same pattern as the males. A large gular flap is present in males. Pupil horizontal.

Although males of H. schoutedeni and H. cinnamomeoventris are very similar, there are differences: H. schoutedeni is generally larger, and the dorsal surface of the tibia in cinnamomeoventris is normally uniform or with small dark spots while in schoutedeni it has longitudinal stripes. H. schoutedeni often has a large round red spot on the dorsal surface of the foot.

The tadpoles are brown with numerous thin dark stripes on the sides of the body. Tooth formula 1/3.

In Garamba N. P. this species has been taken mainly in marshes, ponds, springs and marshy vegetation along small streams in the savanna area. Reported from a considerable part of R. D. Congo, but exact distribution cannot be given due to confusion with H. cinnamomeoventris.
